Regardless of anything else, I endorse this proposal wholeheartedly. The only concern is that some Londoners might move out to avoid the fee, so there should be a one-off charge of (I estimate) £20k per head to be eligible for non-London residence. A sort of reverse hukou scheme, if you like.
